How much budget is needed to build a paper mill?

The pulping process is designed according to the paper machine. The entire plant planning is based on the production equipment and also needs to consider the government's land planning. Therefore, the entire design requires the user to conduct market research and confirm the data before we can start designing the machinery.

How important is it to confirm market needs?
